Grey fleet vehicles in the public and private sector

Grey fleet vehicles are used in both the public and private sector, and have a significant impact on the environment and economy.

Grey fleets are vehicles owned by employees but used for business purposes – a practice that exists both in the public and private sector.
Public sector grey fleet vehicles travel 1.5bn miles a year, costing the taxpayer £786 million, emitting 447,000 tonnes of CO2 and 1,118 tonnes of NOx.
It is harder to find data on Private sector business trips, but our estimates suggest that up to 11bn miles are travelled each year in grey fleet vehicles. This costs firms around £5bn, emitting 3.2 million tonnes of CO2 and 6.6 million tonnes of NOx.
In both sectors, we know that there are a number of simple alternatives to grey fleet use that can cut costs, reduce emissions and improve employee safety.
