An economy of ideas – CIPA
The next Government must maintain the virtuous circle through which investment in new ideas is protected, leading to profits which can be reinvested in new and exciting projects.
On World Intellectual Property Day today (23 April) the Chartered Institute of Patent Attorneys publishes its intellectual property manifesto – a blueprint for a world-class IP system.
“The IP system must be seen as not only a mechanism for protecting innovation, but also a significant means through which businesses maximise the return on investment,” said CIPA President Catriona Hammer.
In our manifesto, An Economy of Ideas, we call the next Government to ensure that all forms of IP – patents, trade marks, copyright, design protection and specific IP such as plant variety rights, database rights and trade secrets – actively promote entrepreneurship and enterprise.
We will launch our Economy of Ideas video at a World IP Day Celebration at 6pm, hosted by the IP Awareness Network at the BPI (British Phonographic Industry), London, to be attended by Francis Gurry, Director General of the World Intellectual Property Organisation (WIPO) and UK parliamentarians including IP Minister Baroness Neville-Rolfe. The video will be accessible on YouTube and the cipa.org.uk and politics.co.uk websites.
Ms Hammer said: “CIPA asks government and its agencies to continue to commit resources to build and maintain a world-class intellectual property infrastructure, which is accessible, efficient and cost-effective at all levels; from the creation and protection of intellectual property rights to their exploitation and enforcement.
“We recognise that this will require significant investment and innovative strategies across both business and judicial sectors, and that this cannot be achieved without the support of professional bodies such as ours and the members they represent.
“We hope that the next Government recognises this manifesto as a blueprint for a world class IP system and I look forward to CIPA working with the IP Minister and the IPO to make this exciting vision a reality.”
We specifically call on the next Government to:
- Acknowledge the importance of high-quality research to economic prosperity and to improve access to research funding
- Promote the UK as a global hub for intellectual property by: securing maximum benefit from the section of the Central Division of the UPC’s Court of First Instance in London; and encouraging the European Patent Office to open a branch in the UK
- Be fully aware of the ramifications that leaving the European union would have on well-advanced plans for a Unitary Patent covering much of Europe and a Unified Patent Court structure
- Recognise that patent and trade mark attorneys operate in a global marketplace and that regulation must be proportionate in order to allow the UK’s IP system to compete on the global stage
- Support our aspiration that young people from all backgrounds are encouraged to study STEM subjects (science, technology, engineering and mathematics) in order to provide a wide talent pool for future generations of patent attorneys
