CIOT welcomes second consultation document on HMRC Charter

CIOT welcomes second consultation document on HMRC Charter

The Chartered Institute of Taxation (CIOT) welcomes the second consultation document on the HMRC Charter. The CIOT was particularly pleased to see the commitment to place in statute the basis of the Charter, building on the announcement by the Chancellor in the PBR.

The CIOT has been campaigning for a charter for a number of years. The CIOT believes the Charter should map out the rights and responsibilities of both HMRC itself and also the taxpayer and others who have contact with HMRC. Overall, a charter will be an important safeguard for taxpayers and is part of delivering the balanced package of reforms to the powers of HMRC that is currently the subject of extensive consultation and change.

Nick Goulding, CIOT President, says: “The CIOT believes that the Charter will help taxpayers who are struggling with the complexity of the system. We do not see this as the whole answer, a simpler system is also needed, but the Charter can at least make it easier for the taxpayer to know what they need to do and what to expect from HMRC, as well as enshrining some key principles such as the right to appeal against assessments.”

The CIOT will be responding to the latest consultation document in due course and intends to participate fully in discussions and workshops over the contents of the Charter. While broadly welcoming the proposed contents, the CIOT does have some reservations about some of the current wording and will be recommending appropriate amendments.
