NASUWT comments on Leighton Andrew’s statement on local authorities in Wales

Commenting on the statement by Leighton Andrews, Minister for Education and Skills, on the proposals to look at whole-scale system change for school-based education in Wales, Chris Keates, General Secretary of the NASUWT, the largest teachers’ union, said:

“The recognition that local management of schools needs to be looked at as this has created funding disparities, contributed to compulsory redundancy and led to the stock-piling of reserves is long overdue, but schools, local authorities and the consortia could be forgiven for thinking that announcement indicates a government in panic.

“Denigrating the service and reeling from one change to another, regardless of the implications and practicalities, is no way to run an education system.

“The NASUWT will expect to be engaged fully in the review.”

Rex Phillips, NASUWT Wales Organiser, said:

“It is a shame that the minister feels he needs to rely on constantly denigrating and berating the education system in order to recommend change.

“The creation of the consortia was the minister’s idea. If the consortia arrangements are not working, then the blame lies at the minister’s door.

“The education system needs stability, rather than constant change based on knee-jerk reaction and panic, if schools are to be allowed to deliver on the minister’s school improvement agenda.”
