CIOB responds to Part L changes
In response to UK Governments ‘Part L – consequential improvements’ consultation the Chartered Institute of Building highlights the need to protect consumers from rogue tradesmen.
Tony Perks, Chair of the CIOB’s Building Control and Standards Faculty said, “For some time the CIOB has promoted the use of consequential improvements as a means of making the existing building stock more energy efficient.
“The importance in this is that Building Regulations act as a driver, but are not the sole regulatory ‘stick’. The Green Deal is an opportunity to guarantee that the regulatory system is proportionate and ensures that there is a proactive ‘carrot and stick’ approach that will help underpin the ethos of the Deal.
“Homeowners need to have clear guidelines about those that are responsible for the Green Deal and subsequent work on their property. This will need to be very much at the forefront of the Oversight Body (for the Green Deal). To protect consumers, and prevent rogue tradesmen entering the market, consequential work should be carried about by competent firms.”
The CIOB is recommending that where possible principal and consequential work should be undertaken at the same time for the benefit of the consumer, and linked to the issuing of the completion certificate.
