CIOT welcomes Charter’s enabling clause

The Chartered Institute of Taxation (CIOT) has welcomed the Charter’s enabling clause in this year’s Finance Bill (clause 91).

The clause says that the Charter should include references to HMRC’s staff standard of behaviour, values and how the staff deal with people. It enables the Board of HMRC to develop the Charter and review it periodically. Additionally, it commits the Board to give an annual report on the Charter.

Nick Goulding, CIOT President, said: “This enabling clause is very welcome given the content of the latest consultation document. That appeared to veer away from being a Charter for the tax payer and appeared to be part of HMRC’s corporate vision. “

The CIOT’s main disappointment with the clause is that it fails to stipulate that the review process for the Charter should be done through consultation with all stakeholders.
